For the ICCO Alliance it is relevant to define a context analysis as a method to analyse the environment in which a programme coalition operates or will operate. The main goal of a context analysis is to analyse the environment in order to enable the programme coalition to develop a set of strategies.
Why is a context analysis important? Every programme should be based on a context analysis. It is the basis for the (policy) choices that are made. A good context analysis leads to evidence-based policy making. A context analysis should be undertaken in the exploration or preparation phase of a programme.
The scoping analysis is meant to give a broad overview of the development, human rights and civil society situation in a country. It also contains an assessment of the capacities and activities of partner organisations. It is the basis for choice of themes in a country and the choice of partners.
Based on the scoping analysis one or more themes will be chosen. The context analysis will focus on this theme and look at the related needs, rights, issues, problems, drivers of change and institutional factors. The context analysis will help to create a common understanding of the situation, to understand underlying factors and to define the direction of the programme.
Vulnerability and livelihoods analysis At the partner or intervention level an analysis of vulnerabilities and livelihoods is necessary, to ensure the link between programmes and vulnerable, marginalised and excluded groups in societies. The vulnerability and livelihoods analysis aims to increase understanding of the needs, rights and livelihood circumstances of marginalised and excluded and how a programme can contribute or hinder these.
